@Jimmy Nguyen If you are interested in investing in Baltimore, I suggest spending some time in the neighborhoods you might be considering. While Baltimore is a short drive from NOVA, it is a completely different world.  The prices, and price/rent ratio is reflective of some of the increased risks in their market.  Typically with any investment, the possibly higher return is indicative of increased risk. This idea is called the "risk premium." Some of the increased risks in the Baltimore area are economic instability, city hall, higher real estate tax rates (more than double anywhere else close by) harder class of tenants to work with, tenant friendly laws, higher crime, etc. 

But there are plenty of people who do invest in Baltimore, and do very well doing so. @Ned Carey and @Lisa Phillips and @Eric H. might be some people worth contacting on here...or just reading through their posts to better understand the pluses and minuses of investing in Baltimore.
