Plumbing Inspection without Water is HUD crazy?

I just won a bid on a HUD home and the report is that the property failed to hold a presuure test at 35lbs Hud is saying I cant turn on the water to do inspections because of leaks . How does one evaluate the system without water ?

You are not going to get any concessions from HUD no matter what you find. The information about the inability to turn on the utilites should have been in the PCR addendum. The issue could be simple as a bad valve or a major issue but HUD did not fix when it was originally inspected by the Field Service Manager and will not be fixed now. A pressure test is your best option to locate the leak. As an investor, you will not receive your earnest money back if you fail to close

If you are getting financing, check with your lender today regarding the appraisal.  If the appraiser needs the utilities on you are out of luck .  Better to address this now
