Why my offers keep being rejected? Buying houses in South Florida

Hello Guys, I've been trying to buy a house in South Florida for more than a year now. My budget is $65K. I have seen house in the market for $40K an up. I have put about 30 offers with more than the asking price but I keep getting rejected. Then I see the houses I was interested on buying are being sold for less than what I offered. My theory is that something fishy is going on. Anybody has had this expirience?
