No distressed properties have sold in my area

I just finished reading J Scott's Book on Flipping Houses.  I am now going through the 6 key factors to determine if a certain farm area is good for flipping.  One of them is looking at the sales price of distressed properties vs sales price of retail properties.  What does it mean if no "distressed" properties have sold in the farm area?  I have certainly found a few distressed properties currently for sale that have potential for a deal if accepted at the right price.  Do I conclude that there are no investors buying in the area, so I shouldn't either?  Or do I see it as an opportunity for little to no competition for flipping in the area?
