Vacant Land Deal - Error in County Records?

Hi BP experts,

Long time lurker, first time poster.

I have a gentlemen that responded to my direct mail campaign and we came to a verbal agreement for me to buy 4 pieces of vacant land from him.  However, I am finding in the tax records that he only owns 3 parcels.  He inherited them back in the '80s and is having trouble finding the paperwork.  Of course, I'll need all of the info so I can fill out the purchase agreement properly.

Who is my best bet to sort this out?  Call the county?  If so, which department?  He is confident he owns 4 parcels.
