Whats My Due Diligence On Blight Property

Happy NewYear BP Members; I'm looking to purchase some of the blighted properties in my community for 2015 and need to know exactly what my due-diligence on these type of properties involve, I know most of them have been boarded up for at least 3-5years and who knows the reason why, but before I try to contact these owners I would like to know some up front info that would give me more negotiating power. When it comes to getting these properties inspected, Appraised, ect. How do I afford to pay for such things if the property has hidden problems?And I have to move on to the next.
