Amy I crazy? Wondering if condo HOA talk to me about windows before purchase

Been looking at a nice condo unit in a very popular location that isn't selling because the property is too loud.  I am new to this but have arleady found I have an out of the box thinking from the get go.  Since I don't know what I don't know wondering if I am spinning my wheels considering approaching the condo board before purchase to find out if they would allow window replacement and if so point me in the direction to get some quick quotes so I could put together an offer.  Since I live in a fast selling market I will most likely not have 30+ day for the board to review my proposal.  Thoughts or suggestions please.
