Contacting homeowner going through foreclosure

Long story short, there is a house in my neighborhood that has been abandoned for quite a while. I have tried to reach out to the homeowner but never had luck due to not knowing her mailing address. Just this month the city has begun foreclosing on the house. The women inherited the house but never paid taxes, roughly 50K is due. 

The court documents have her address listed at a motel in a nearby town. I want to send her a letter and attempt to purchase the house before the city forecloses on it and puts it to auction. 

Has anyone ever dealt with something like this? How should I go about this.

Why not just buy it at auction? If you have to pay her then the taxes I would just buy it at taxes and hope to pay less
