Home Owner Under Water

Dear Bp,

I enquired about a home for sale today. The agent told me the owner has been in arrears for the past year but the bank have not yet foreclosed. The owner does does not want to do a short sale. The listing price is 940 but the agent said an offer of 980 or more would be required. Can anything be done here since its a distressed owner, could I take over the payments maybe?. What advice would you have?
