Selling leads to a Realtor

How do I go about selling the leads that I can't work with due to the deal not meeting my criteria, or the seller not being interested/motivated? I want to pass them off to a realtor, but I've got a few questions.

Do I charge them per lead? If so, how much per lead?

If I do this, am I calling it a "Referral Fee," and if so is that legal being that I'm not an Agent?

Is it okay for me to just give out the information of sellers, or should I ask for permission first?

Do I set it up so that they buy every lead no matter what at a set price, or do I only send them selected ones?
