Issues with Buildium portal platform

I am looking for help from anyone who has used the Buildium platform for renting sfh. I am switching PM’s and the PM is the admin for the account. The PM has locked the account, but still owes me the final draws and billing information. Has anyone run into this before ? 
what is a path forward at this point ?
