How to start Mail campaign and skip trace without wasting money?

Hello Everyone, 

I was wondering what the best way is to build a calling list without wasting money. 

I've tried mailing campaigns before and have had some success because I can limit my search down to the T. Is there a way to do the same thing with finding people's numbers? Example: Numbers for people who are absentee, have a mortgage, with a 2 bed 2-bathroom house over 1,000sqft? Or do I have to get their mail address through a lead list then pay again to skip trace each individual person? 


Basically, can I get the same detailed list without paying for a mailing list and then going right back and paying to have that same list skiptraced? 

I hope that makes sense.
