Would You Buy This Deal?

Hey guys! I wanted to get some opinions on a deal that I am analyzing.

The purchase price is $350k.

2 units, main unit $2,600 (3 bed 1 bath)

Lower unit $1,400 (1 bed 1 bath)

Taxes are $9k a year.

This home can be worth $450k with an additional $25k invested into it.

Would you buy this deal? If so, how would you buy it and what would your strategy be?
