Loan position second and third lien holder

Is it possible to cash out refinance a loan if the second lien holder requires to be in second position? 

Here's my scenario, I buy a home with a 30 ye fixed conventional. The second loan is a forgiven loan over a 15 yr term and requires to be in second position. Lets assume I BRRR this property are there any banks that would do a cash out refinance under third position?

I need help structuring this deal?

@Account Closed So you know…..a “cash out refinance” is different than “getting a 3rd position loan with 2 others already in place”.  No traditional lender will make a 3rd position loan. If you could find someone to do it, highly doubtful, it would be a ridiculous interest rate.
