Trailer park gave no notice before charging for landscaping

I live in a trailer park with my friend. My friend owns the trailer but rents the lot. We found out today that the trailer park is sending their grounds keeping to clean the lot of weeds. They will be charging $40 an hour for this. But we never received any notice and the rental agreement states that they have to give a 2 week notice and allow us the opportunity to do the work before they can send their own worker. I would do the work myself but I threw my back out recently and my friend is disabled.  My friend cannot afford to pay someone to do it. What can we do?
