Land Home Deal where Owner is not the Same - what would you do?

I am looking at a property this week that is waterfront and has an older doublewide mobile home on it (24 x 60).  Needs complete rehab - even the ceilings need to be redone - probably 25k of work to make it nice and new.  Not in a flood plain.

The land is owned by the Seller, but the mobile home still has title (Statement of Ownership & Location here in TX) in the name of the prior owner to this Seller.  It is one year behind on taxes as personal property with the county.  The land was sold to the current owner warranty deed with vendor's lien.  I don't think the realtor and seller realize they do not own both today.  Maybe the seller does, but doesn't care.

My thought is to make an offer for both land + home at X price, but if the title or SOL cannot be transferred to my name at closing then 10K should be subtracted from the purchase price by Title company and Buyer will have to work out the ownership issues of the personal property.  After which I would notify the named owner they have 45 or 60 days to remove the home from my property and if they don't will note it abandoned and take ownership that way.

Appreciate any tips from people that have done something like this, or alternative ways to craft the offer.  @Andriy Boychuk @Curt Smith
