Fair Housing/ADA and Service Animals

We own a manufactured home community and we do not allow dogs. I just received an email from a lady interested in buying one of our homes asking if any can be moved (We are selling them to stay in the community, so no), and then asked about becoming a resident.  She said she is disabled and that under Fair Housing and Americans with Disabilities Act, service animals are exempt from any no pets policy.  I want to be very careful here.  I do not want any dogs on my property.  Her email mentioned that she is concerned about travel from our site to Syracuse in the winter.  Do I:

1) Attempt to gently hint that the roads get rather snowy here during storms?

2) Ignore her email and not respond?  If she calls, then be ready with some sort of response.

3) Attempt to qualify that the she would be unable to use the facilities without the service dog?  Maybe it's not an absolute necessity? My reading of Fair Housing is I only have to allow the dog if she is unable to live here without the dog.

Please help.  I'm very nervous.
