Bringing up the Bulletins Again

I've been on vacation for a while so excuse my ignorance if I'm missing something.

Is the 'influence points' still awarding those who post bulletins? What about those bulletins who get voted up?

Lastly, if that person was the only one voting up their bulletins, is it correct to assume that person is getting additional 'influence points' ?

I do think that having an "encouragement" to post bulletins (in addition to forum posts) is a necessary thing, but perhaps 5 points is too generous, if it were one or two, maybe that would still provide the encouragment to post there, but not get abused with crap posts.
