How do I use the BP "Originally Posted By" thingy

I see it all over the forum where members refer to something said by another member, and it says "Originally Posted By...". I've searched the FAQs, the tutorials, and I cannot find out out to cite other members' posts. I may simply be having a brain fart, but can someone please explain to me how to do this?
