Tagging people in post responses seems to be randomly working

I've noticed recently and on and off for a while now that when I tag an OP in a response it seems like half the time BP doesn't recognize the tag and half the time it works. I double check that I have correctly spelled the name and used the appropriate capitalization. Is there some reason why sometimes it works and sometimes it doesn't? When you try and tag somebody that wasn't the OP does it only allow the tag if you are colleagues? Can some members block themselves from being tagged? @Brandon Turner? Of course that tag worked...
