Getting the W-9 from contractors after work has been done.

I used World of Floors LLC to replace the flooring in my first rental property. It was my fault not to get a W-9 before I signed the purchase and sale agreement, things I did not know, and now I am chasing them down everyday, continuing to to get the run around. I am running out of time to issue the 1099.

Has anyone else had an issue like this? or have you dealt with this company and gone through the same problems? What did you do?

The company did an "ok" job on the flooring. Pretty sloppy caulk work, wrong color quarter round, and they didn't know how to replace the toilet, but the communication and ease of doing business with them has been pretty awful. I will not be using them again. 

Any ideas as to what I can do? I've called everyday for a week and sent three emails. Please help if you can.
