A novice mistake on a rehab

I ran into my drywall guy today while grabbing lunch . He told me what happened to him last month . A guy was flipping a house and acting as General Contractor getting his own subs . Calls the drywall guy on friday afternoon and says he is on schedule , the electrician and plumber are done and he can come this weekend . The guy hangs all the rock over the weekend and had a lot of mud done .  AND on Monday around  11 am in walks the electrical inspector ...........  The inspector looks and places a " failed " sticker on the panel .  The plumbing inspector shows not much after that and does the same thing.

Somebody was a bit too quick on the draw , the Owner " General"  didnt realize that you have to give the inspectors time to look at the rough ins .   Luckly they just had to remove about 15 sheets of drywall and they got their inspections .
