Lazy/Busy Mortgage Servicer

I requested for a forbearance in April 2019 and after 3 months asked about post-forbearance options. The loan servicer put me on a trial plan for 3 payments before doing the loan modification. They offered the reduction of the interest by 1.0%, which is great. I completed my third trial payment in November and I know the loan modification has been approved by Fannie Mae. However, the loan servicer is taking super long to generate the documents and complete the modification. They are basically ruining my chance to refi my other mortgages and don't give me any timeline to do the modification. What should I do to push them? It has been 9 months since I requested the forbearance and they are not letting me off the hook.
