Cash out refinance in NC

Looking for cash out refinance options in NC.

The lender I am working with said,they can cash out refy for 75% LTV.now they are saying that rules changed .they only cash out what I have spent. Otherwise wait for 6 months to get 75% of market value.

@Bhaskar Pusuluri The delayed financing exception guidelines never change for conventional loan it was always 70% of appraisal value or initial purchase price whichever is lower. There are some other options which you can explore for higher LTV but regular conventional loan won't go higher unless you wait 6 month.
