Can I get a HELOC on a property that has a mortgage?

Example, home value is 100k with 50k on the mortgage. Can I get a HELOC that will be 70% LTV and get access to 20k? Thx Eric.

If it's not your primary residence, I'm not sure it's technically a HELOC. However, you can still try and get a line of credit from a lender with your equity, but it may be a bit more difficult as most lenders are not going to offer lines of credit on investment properties.
