Tenant Used My property for Airbnb

A tenant that hasn’t paid rent since August 2020 finally moved out and went to the property with my vendor to fix things up only to find out he’s been using my property for Airbnb the entire time confirmed by neighbors. Tenant apologized to neighbor for a recent occurrence when fight broke among some guys and strippers at the property. He claimed he’s the owner of the property to neighbors.

Tenant has been hiding under CDC moratorium and took that advantage to not pay rent. The Landlord relief application is still in progress. Should I move on or press charges against tenant? What’s the best way to go about it? I also have a property Manager .
