Agents: How to Get Compensated for Off-mkt leads I give to Agent?

I have a plethora of leads that will probably end up as a listing and not a fit for my business model as a flipper/landlord/developer. I want to maximize my marketing dollars by bringing value to an agent who gets a very warm lead. But from what I've found:

  1. The really good ones have plenty of referrals it seems they don't want to pay for any more (at least with my preferred agent that lists my properties).
  2. I don't want to refer my dear sellers to a sub-par agent
  3. The agents in the middle by-and-large don't want to itemize paying for leads as a marketing expense. They say they aren't allowed to pay a non-agent (me) for a lead. 

So is there a way to do this? Have I just not found the right person yet? I really want it to be a good agent that will take great care of my sellers, not just someone willing to pay for leads.

       Get your real estate license and put those off market leads on the market. If you don't want to deal with seller clients then you'll be able to refer them to another agent for a referral fee. Typically you tend to see a referral fee of 25% of the list side commission in situations like this.
