Confused about cold calling

So I just finished my pre-licensing course today and on one of the final chapters it said that you're not supposed to call FSBO's to solicit a listing. And also that you need to be careful about who you call because of DNC lists and such. But I see calling FSBOS as a strategy to get listings ?

Can someone clarify because after reading that chapter I was confused

Cold calling FSBO and expireds is what everyone does and what everyone has done for years. Why would a FSBO want to list at all (since the whole point of them going FSBO is that they've already decided against an agent), much less with a brand new agent? That would not be time well spent when you could be building relationships in real life through your sphere when this thing lifts.

The best way to call expireds is not to call the day they expire like everyone else because the sellers are either re-upping with the agent or blame it on the agent and don't want another one right away. Search expired listings that expired 3+ months ago and still have not been relisted. That's your target zone if you want to cold call expired listings. They are usually over the anger by then and more desperate to sell than they were.
