Submitting Family photo with Offer

I heard about this "tip" a few times from Brandon, the beardy guy :)

When I brought it up to my RE agent she said it's "BS" and that they don't forward these things (photos, letters) to the seller due to HIPAA law. 

Is there some truth in this? 

I really like the idea and was looking forward to adding a family photo when we make an offer for our first home!
