Help me understand who can pay an agent

Hi there, fellow agents.

I was under the impression that the only person who could pay an agent is their employing broker. I thought this was a law, but can't remember if it's CO specific, or maybe I just dreamed the whole thing up...

And yes, I realize that things happen under the table all the time, but in regards to wholesalers or bird dogs, can they legally pay the agent?
