Agent markets to "other agents"

One RE agent I interviewed re selling my house said he does not sell to the public, he markets to other agents.
He lists properties, but all his marketing work is to alert other agents that the property is available .:roll:
Is he pulling my leg?
What he said doesn't sound any different from what the others have said. they all send out emails and maybe email fliers to other agents, may set up in office tours, may set up tours for other agents, place on mls, etc.
What's that boy talking about?
