Steering and what constitutes it

So if you are a realtor in Florida, how is steering defined? For example, on the many podcast episodes at Bigger Pockets, neighborhoods and areas are often discussed. If one was to do the same in a blog or podcast, would that be considered steering? 

Basically, is it steering if you are not specifically working with someone.
