Process of refinancing VA IRRRL

I've been in the process of refinancing my VA loan to lower my interest rate. This is the first time I am doing so and just wondering how long the process usually takes (30-60 days)? How to tell if the lender you're dealing with is doing right by you? What all is included in the admin fee listed in the first block? I've had different opinions from different lenders on what the admin fee is and just wanted some clarification.
