2 Units in Baltimore

Looking at an R6 SFH in Baltimore City (Charles Village). It's big so I would love to break it up and house hack. My agent's manager is telling us that any house zoned this way can be legally divided into 2 units. I can't find any documentation to support this so I am thinking they are incorrect. In addidtion, I don't think Baltimore City has yet approved an accessory dwelling unit regualtion, even though there has been discussion at city council on it.

Anyone have experience with a situation like this?
