How to know if a House/Owner is undergoing preforeclosure

I was driving past a house today in area where foreclosures are abundant. The house was nice but I could tell by what I saw in the inside of it that the owner may be calling it quits soon. I may be wrong about this assumption, which is why i don't know if I want to call the owner or send them a preforeslosure letter stating that I would like to take it off of their hands if they are willing to get rid of it.

Would sending a letter or calling them up about that be insulting to them if they weren't going through foreclosure?

Curtis Daniels Your letter could just be a general letter, address it to them, but dont say I want to buy your house. Just say I buy houses etc... Or, do some door knocking. Start a few houses down and knock on those doors and let them know you buy houses and then when you get to your target house you can say you were walking the neighborhood talking letting people know you buy houses and that you are interested in this particular neighborhood. After you're done, keep going a few more houses down so they dont feel you targeted them. They will feel like it was their LUCKY day! Someone just happened to stop by in such a time of need.
