Comparing Loan Estimates

I've just entered escrow for a home I would like to purchase. How do I go about getting the best rates/loan by comparing LE's? Am I able to compare non-locked LEs or do I have to provide mortgage brokers all the financial information required in order to compare locked LE's? 

Any and all information helps! Thank you!
