STL Buy & Hold (Newbie- Where to start)

I’ve found 3 boarded up, vacant multi-family buildings in a great central location that I would like to buy & hold for foreign exchange students but have no idea how to get started. I visited my city assessor website & all 3 buildings are owned by the same company and taxes are all up-to-date. How can I find 100% purchase & 100% rehab cost ?
