Writing a letter to drive by properties

 I have a list of properties that I have found while driving around and I have drafted up a letter to be mailed to them. I have introduced myself in the letter and added that if they are considering possibly selling their house in the near future I would love to talk with them. My question is...do I mention that I can pay cash and close fairly quickly in the letter or do I wait to discuss that if I get a call from them? Should I keep the letter short and to the point or add ‘can pay cash and close quickly if the numbers work for both of us’? Any help with the wording is greatly appreciated.
