Property Manager Concerns

Having some concerns with my property manager in independence, MO. I closed on my property about two months ago and they’ve had the keys since. It is a 2 bedroom/1bath with a bonus den room. Originally listed for $949.

We’ve dropped the rent down to $899 and also offered a free month of rent recently due to only one showing in the two months. They are saying Sept and October are the slowest months and to keep steady.

Should I be concerned here that it seems like very little activity to me? Is this really this normal during these months?

They’ve also recommended that I get a fence around my property so that renters with pets can let their pets roam around in the yard. They said they are trying to get me a quote but haven’t heard back in weeks, even with me pinging them. Is it my responsibility to go get the quotes or is that within the responsibility of the PM?
