Is it + expenses or - expenses? (Math)
Lets say a house for sale is 140k ans needs 10 worth of work.. does it mean you wilk buy it for 140k and then fix and pay 10k
OR you buy it for 130k becauae of the 10k needed?

Except in hot markets, it never hurts to offer less than the list price.
Look at the market value of the home and the type of work needed, and the type of market you are in. If the market is hot, houses will sell quickly for list price or higher. If the market isn't hot, you have more bargaining power. Cosmetic renos (ie you don't like the colour of paint), the seller won't care; renos where the roof needs to be replaced, they will be more flexible in price though they may have already factored that into their asking price.
