Insurance claims for roof and siding? how to deal with contractor

So we had a hail storm a couple weeks ago and my roofer called me and told me about it and said i should file claims which i have and he met with the adjusters at the properties and i guess is getting them all covered and charging them a arm and a leg for the work. Like i could get the work done for a 1/3 of the price. But anyways i was going to take the money and use it on the properties where i really need it. My roofer is saying i have to use all the money. I do feel a little obligated to give him the work but i really dont see why i would give him more then it really costs to do but spread around to other properties which he is good with. Because alot of the places were getting checks for dont really need it. Is there any issues with any of this? Whats the best way to handle all this?  I dont wanna make a bad mistakes or anything. I do have places that really could use new roofs. How would anyone handle this?
