Location vs Cash Flow

I am a first time real estate investor.

I totally agree that location is one of  the key attribute in the investment property. Based on the current market trend at its peak majority of the investment properties are at a all time high which will result in a less cash flow and do not meet the 1% criteria. Would it still be a good idea to pursue those properties or look for other properties in the B or C type neighborhoods which show +ve cash flow and meet 1% criteria?

I am comfortable with C+ areas.  But I wouldn't touch anything near 1%.
