Who can pull window permits?

I use a plumber for plumbing, electrician for electrical, but who is able to pull permits for window replacement? The property is owned through an LLC and I am not occupying, so I can't do it myself. The windows have already been purchased and I'm finding window and door installation companies only install their own products. So other than perhaps a GC, is there anyone else who can pull permits for and install windows? Carpenter maybe?
