Skip Tracing in Canada REI (Quebec)

Is skip tracing legal in Canada (QC)? I realize we have privacy laws that place limitations. If legal, what software do you use and what should I keep in mind? Thank you in advance. 

FYI - most of the softwares I come across are american based, which is why I ask.
