Talking to a seller/contacting a seller

So I'm getting closer and closer to finding buying real estate. I have been manually searching county deliquent taxes, I know better ways of doing this that cost money but trying to go low cost here. I found a person who has been deliquent how do you go about contacting them? Cold calling, mailer, other ways I haven't thought of. Since this is less of a shot gun approach how do you go about talking to them? Personal? Some sort of standard script? Advice here would be great.
