FHA - House Hacking (Questionable Properties)

Good evening,

I went down to the appraisal office and got the tax roll. I'm going through a ton of properties and I keep finding multiple duplexes on the same property. I'm in a rural area, so things are probably done a little different here than the big city. 
This image is an example of 2 Duplexes on one piece of property.
Would this meet the guidelines for FHA as a duplex -or- a strech.... a quadplex?
