Investment Opportunity Zone Declared... How do I capitalize?

Hi Forum Members,

I am a new-ish poster. Been away for a minute. I'm glad to be back.

I run a exterior corridor independent lodging property. It is older but solid build ripe for reconversion and or redevelopment. 

Recently, our area was declared Opportunity Zone status which as I understand it allows for tax deferments and breaks for ease of influx of investment dollars. I have inquired to City and South Carolina Commerce about details. They both stated IRS has not released full rules and regulations but I should be preparing an Investment Prospectus. 

Where can I find someone or an entity to help me with the aforementioned Investment Prospectus?  I am officer and can get figures. 

Any help would be greatly appreciated. I am motivated and hold degrees but got stuck in this by family obligations. I have unique POV about area as living on property for 28 years.  Many thanks for stopping by. Good luck to all.
