Foundation repair in Charlotte

Hi all,

I am bidding for a duplex built in 1967 that seems to have structural issue. It has some crack on side wall (though not large). The kitchen has some uneven floor toward the countertop. Some beam in the crawling space has some split but majority looks normal with their age. There are a few sign of water stain/damage. The seller did some repair before as shown by some piers in the crawling space but they seemed not professionally done. Moisture level in the crawling area is 20%

There is a crack on the ceiling but there is no crack along walls. Doors and windows shut and open like normal.

My question is: how common for brick house with that age has some foundation issue? If yes, how much does it cost to level up the kitchen area by installing more piers by professional companies? My budget for repairing & leveling  is 7.5k. Is that enough? 

It is unfortunate that I only discover these issues after home inspection and do not have time to schedule structural engineer inspection. I have go make decision based on the home inspection. Your input are appreciated.
