Abandoned property in my neighborhood

I received a letter in the mail from my council member about an abandoned property in my neighborhood. According to the letter, it's been abandoned and poorly maintained for many years. Health department inspectors found that the property was overgrown with weeds and there are rodents inside the property, including garbage in the rear yard. They plan on cleaning up the property and it will be charged to the owner. A Notice of Violation was issued to the owner, but the owner never responded since she left that property many years ago.

I saw many Notice of Violation papers on the property door. The fines were hundreds of dollars. I don't know where the owner moved to. How can I find her contact information? Also, how do I find out when it was last sold?

I'm looking to see if she's willing to sell that property. Since it's abandoned, if she's willing to sell that property, I'm wondering if seller financing is possible since it's a sign of a motivated seller.
