Creating an LLC structure living in CA

Hi live in California and was thinking of forming a Top level LLC in Nevada that would own LLCs in other states where I would have rental properties. If I had a total of four LLCs would I need to pay the $800 CA Franchise Tax fee for each? (800x4). If this is the case then it looks like I might put the parent LLC in CA and would that reduce it down to just $800? Thanks Jim
